Cosmetic Pigment Regulations – Why They Matter

Because these pigments are absorbed into the skin, their regulation is essential to protect health and ensure product safety.

Why is regulation necessary?

Tattoo inks often contain not just colorants but also solvents, stabilizers, moisturizers, pH regulators, preservatives, and thickeners—some of which may dissolve in the body over time and pose health risks.

What does the EU require?

In January 2022, the European Union updated the REACH regulation, incorporating the Council of Europe’s recommendations. The aim: better health protection and reduced exposure to harmful substances.

Impact on pigment use:

  • Certain chemical components are now banned in PMU pigments
  • Pigment Blue and Pigment Green were granted a grace period until January 4, 2023
  • Pigments must now include the label: "Mixture intended for use in tattooing or permanent makeup".
